Southern China’s Guangzhou has relaxed restrictions on house purchases in some of its districts after having eased its mortgage policy less than a month ago.
Families with household registration in Guangzhou’s Yuexiu, Haizhu, Liwan, Tianhe, and Baiyun urban districts can purchase up to two residential properties, according to a notice issued by the city yesterday. Meanwhile, residents without household registration can buy one residential property after having paid social security for two consecutive years.
The new policy also adjusted the exemption period for the value-added tax individuals pay after selling residential properties in many districts of Guangzhou to two years from five years.
Guangzhou implemented curbs on home purchases in 10 districts in October 2010. Since then, families with household registration in the city and those without it who paid social security in the city for five years were allowed to buy only one new home. Moreover, the restrictions set the minimum down payment ratio for second-home buyers to 70 percent.
But at the end of last month, Guangzhou became the first first-tier Chinese city to ease its mortgage policy.
According to the new policy, families that used to own houses but currently do not are eligible for the same benefits as first-time home buyers, such as lower interest rates and down payments. In addition, second-home’s down payment ratio was lowered to 30 percent from 40 percent.
Afterward, other first-tier cities followed Guangzhou’s steps to introduce such policy.
However, the new policy did not receive a warm welcome in Guangzhou. While after its introduction, residential property transactions in Beijing and Shanghai doubled, those in Guangzhou rose by only 20 percent.
Residents’ willingness to buy homes and the expectations regarding an increase in house prices were lower in Guangzhou and Shenzhen than in Beijing and Shanghai after the introduction of the new policy, statistics from the China Index Academy showed.
Meanwhile, Xiong’an New Area in Hebei province has canceled the presale of commercial housing and will implement a policy under which buyers can see the actual houses or apartments they plan to buy, Xinhua reported on Wednesday.
Market-oriented housing projects in Xiong'an are priced based on their cost, taxes and reasonable profit, which will be guided by the government to remain within a reasonable range, the report said.
In newly developed projects, no fewer than 30 percent of the housing units will be allocated for rent, it added.
广州再次打响一线城市部分放开限购“第一枪”。
9月20日晚间，广州正式发文放松限购，除了中心城区和南沙区仍执行较为严格的限购措施，外围区域放开限购，成为全国一线城市中首个部分放开限购的城市。
通知称，广州将住房限购政策调整为，在越秀、海珠、荔湾、天河、白云（不含江高镇、太和镇、人和镇、钟落潭镇）、南沙等区购买住房的，广州户籍居民家庭限购2套住房。这也意味着，除上述提到的区域之外，广州其余地区已不再设置限购条件。
此外，根据通知，非广州户籍居民家庭能提供购房之日前2年在广州连续缴纳个人所得税缴纳证明或社会保险证明的，限购1套住房。而此前政策规定个税或社保需要5年才能够购买。此举旨在促进商品房流通和循环，更好地满足新市民、年轻人、外来人口扎根广州的诉求。
同时，广州将越秀、海珠、荔湾、天河、白云、黄埔、番禺、南沙、增城等区个人销售住房增值税征免年限从5年调整为2年。
近期，广州二手房挂牌量快速上升，交易周期拉明显长，价格明显下跌，也导致预期开始悲观，反过来再次导致市场下行。7-8月份，70城中广州二手住房价格指数跌幅居前。增值税免征期“5年改2年”有望有效降低交易环节成本，促进卖一买一的顺畅，满足刚需、疏通换房需求，确保刚需和改善、新房和二手住房的良性循环。
各家地产统计数据显示，广州楼市销售依然处于疲弱状态。
中指研究院调查的数据显示，认房不认贷新政之后，广州的购房意愿、价格上涨预期均不及北京上海。新政之后几天，北京、上海的成交量翻倍，但广州的成交量涨幅仅20%。
2022年，广州新房交易下滑30%，新房住宅下滑32%。今年上半年下跌0.4%。截至目前，新房市场交易连续5个月下跌，绝对交易水平降至去年11月以来的新低。
专家分析，综合来看，迫切需要发布新的政策以提振市场情绪，避免预期恶化和市场下行形成负反馈循环，缓解过快下行的局面，防止其对旧改、投资、消费等基本面形成明显拖累。因此，此次一揽子政策更意在托底，稳定市场情绪，避免大幅下行，预计年内剩余4个月，广州商品房市场从持续过快下滑逐渐转入到探底企稳的走势。
另据新华社20日报道，雄安新区取消商品住房预售，实行现房销售，实现“所见即所得、交房即交证”。同时，雄安新区支持有意愿的人才，通过租房解决住房问题，并在教育、医疗、就业等公共服务领域“租售同权”。
雄安新区住房管理中心相关工作人员称，在雄安新区稳定工作的疏解人员，可购入市场化项目住房，包含商品住房和共有产权住房。雄安新区市场化项目住房按照“成本+税费+合理利润”方式测算备案价格，引导房价保持在合理区间，在新建片区市场化项目中，配置不低于30%的“只租不售”型住房。
China will livestream the fourth lecture from its Tiangong space station at 3:45 p.m. on Thursday (Beijing Time). The lecture will be given by the Shenzhou-16 astronauts Jing Haipeng, Zhu Yangzhu and Gui Haichao. The astronauts will show and introduce their working and living scenes in the Mengtian lab module at the Tiangong space station. They will also demonstrate various experiments, such as spherical flame and "table tennis" experiments, and those showing the law of momentum conservation. The astronauts will also invite their audience to simultaneously carry out experiments to explore the mysteries of the universe and identify differences between experiments on Earth and in space.
“天宫课堂”第四课开讲：今日下午15时45分，中国空间站“天宫课堂”第四课正式开讲。神舟十六号航天员景海鹏、朱杨柱、桂海潮将面向全国青少年进行太空科普授课，中央广播电视总台面向全球现场直播。据介绍，本次太空授课活动继续采取天地互动方式进行。3名航天员将在轨展示介绍中国空间站梦天实验舱工作生活场景，演示球形火焰实验、奇妙“乒乓球”实验、动量守恒实验以及又见陀螺实验，并与地面课堂进行互动交流。神舟十六号航天员诚邀广大青少年在地面同步尝试开展相关实验，从天地实验差异中感知宇宙奥秘、体验探索乐趣。
China said Wednesday it has simplified its visa application process as it looks to attract more visitors from overseas. Among the changes, applicants now need to list where they have traveled in the past year rather than five years, while the educational background section requires only the highest level reached, the Ministry of Foreign Affairs said. “Applicants will spend much less time filling in the forms and expect a more streamlined visa application process,” it said in a statement.
外交部优化外国人来华签证申请表：9月20日，据“领事直通车”微信公众号消息，为进一步便利外国人申请来华签证，经征求有关部门意见，外交部对外国人来华签证申请表进行了优化。此次优化共涉及7个大项，15个子项，主要涉及申请人教育背景、家庭信息、旅行经历等，减少了文字性填报内容，比如，申请人国际旅行经历从五年缩短为一年，教育背景调整为只填报最高学历等。申请人填表时间将大幅缩短，办理来华签证将更加便捷。新版签证申请表将于2023年9月20日上线。

Suzhou of East China's Jiangsu Province saw two big deals with total investment of more than $400 million on Wednesday. Swire Coca-Cola launched a beverage plant in Suzhou with a total investment of 2 billion yuan, the largest investment by the company in the Chinese mainland to date. Covering 116,000 square meters, the plant is expected to be completed and put into operation by the end of 2025, with 13 production lines planned. On the same day, Adidas launched an autonomous delivery center in Suzhou. With an investment of 1 billion yuan, it is the company's largest investment in China in the past five years. Besides, global beverage chain Starbucks opened a new coffee innovation park in Jiangsu's Kunshan on Tuesday.
两天三家外资巨头“联名”苏州：“苏州发布”9月20日消息，近两天三家外资巨头(可口可乐、阿迪达斯、星巴克)与苏州的“联名”项目纷纷传来大动作。其中，太古可口可乐(苏州)饮料有限公司今日在昆山开发区正式破土动工，项目总投资20亿元人民币，是太古可口可乐迄今在华最大的单笔投资，将打造成华东区集生产、分拨、区域性销售总部为一体的现代化工厂，2025年年底前建成投产。9月20日，阿迪达斯苏州自动化配送中心X在苏州工业园区启用。据悉，此次启用的阿迪达斯苏州自动化配送中心X总投资约10亿元人民币，是阿迪达斯近五年来在中国的最大一笔投资。9月19日，星巴克中国咖啡创新产业园在昆山开园，总投资额约2.2亿美元。
Beijing has officially allowed robotaxi operators, including startup Pony.ai and Baidu Inc, to charge fares for fully autonomous taxis in suburban Yizhuang district, the two companies confirmed on Wednesday. The move means that passengers can book robotaxi rides without staff inside from companies' apps in Yizhuang district. It also marked that robotaxi businesses have officially entered into their commercialization period in the capital city.

China's Ministry of Finance on Wednesday issued 5 billion yuan of yuan-denominated bond in the Macao SAR, with the issuance 2 times oversubscribed by investors, showing the allure of yuan assets. The bonds are offered to institutional investors at a tenor of two years for 4 billion yuan, and a tenor of five years for 1 billion yuan, the first such issuance in Macao.

China on Wednesday unveiled its list of the top 500 Chinese enterprises for 2023 published by the China Enterprise Confederation and the China Enterprise Directors Association. The number of companies whose revenues exceeded 100 billion yuan rose to 254, with 16 of them reporting revenues of over 1 trillion yuan. The top 500 companies generated combined revenues of 108.36 trillion yuan in 2022, a rise of 5.74 percent compared to last year’s edition. Net profits of these companies totaled 4.29 trillion yuan last year, down 3.8 percent from the previous year. According to the list, State Grid Corporation of China, China National Petroleum Corporation, and China Petrochemical Corporation occupy the top three spots, respectively. China Ping An takes the 8th place and is the only non state-owned enterprise in top 10, while JD Holdings, Alibaba Group and Huawei Technologies rank 15th, 20th, and 32nd, respectively.

Yu Chengdong, chief executive of Huawei Technologies’s smart car unit, has been appointed chairman of the unit, media learnt today, citing internal notice. Jin Yuzhi, who has been head of Huawei’s optical fiber business since 2019, will replace Yu as CEO of the company’s Intelligent Automotive Solution business unit, people close to the unit said. Yu will remain as CEO of the firm’s consumer business group.

BYD’s Yangwang introduced the luxurious new U8 Premium Edition late Wednesday, pricing at 1.098 million yuan. The body-on-frame SUV features a Defender-ish exterior, four electric motors and its latest electric-powered body control suspension system DiSus (“Yunnian” in Chinese). Other highlights include tank turns and emergency floating for up to 30 minutes in extreme conditions.

Kingsoft Office Software has disclosed the progress of WPS Artificial Intelligence, saying that the large language model-based smart office assistant has been integrated into all the Chinese software developer's products. Kingsoft realized human-AI interactions within office suite WPS Office thanks to the use of LLMs, enabling users to chat in-document with an AI bot similar to ChatGPT, the firm announced yesterday. Kingsoft also disclosed the progress of its self-made LLM for the first time yesterday. WPS AI was also integrated into WPS 365, a one-stop digital office platform for business organizations that Kingsoft unveiled in April.

Chinese stocks fell on Thursday with the benchmark Shanghai Composite down 0.8 percent to end below the 3,100-point mark, while the Shenzhen Component shed 0.9 percent to below 10,000 points, the lowest since April 2020. Hong Kong’s Hang Seng index also closed 1.3 percent lower, and the TECH index dropped 1.9 percent.
