Guangdong on Monday issued a second batch of nine policy measures to bolster market confidence, rev up economic vitality, and support the high-quality development of business entities.
"The 18 policy packages released so far cover a wide range of aspects from stimulating the vitality of business entities, optimizing business environment, encouraging investment and expanding consumption to promoting foreign trade, the building of major strategic platforms, and the development of key industries. We will fully implement these measures to achieve good and pragmatic results," said Hu Hong, deputy secretary-general of the People’s Government of Guangdong province.
Among the nine packages, the southern economic powerhouse will intensify its efforts to attract and utilize foreign investment, in terms of supporting private investment, coordinating investment attraction at home and abroad, promoting the development of individual businesses, and enhancing business platform services to meet various entities’ demands.
These policy measures are highlighted by improving investment attraction working mechanisms, focusing on investment in the manufacturing industry, continuing to support foreign businesses with financial incentives, organizing foreign investment attraction brand activities like the Global Investment Conference for the Greater Bay Area, and build a fair and competitive business environment, according the commerce department.
The policy package will focus on bringing in investment for the 20 strategic industries including the new generation of information technology, green petrochemicals, advanced material, semiconductors and integrated circuit, and high-end equipment manufacturing.
Focusing on the high-quality development, it will also build import bases for bulk commodities, electronic components, aeroplanes, automobiles, agricultural products, and medium-high end consumer goods.
To promote steady growth in foreign trade, the province will focus on improving public services on eight fronts, including to increase sea and air cargo transportation routes and fully resume land transportation with Hong Kong.
Also, based on the financial innovation of the three major platforms, which are Hengqin, Qianhai and Nansha, the province will also promote the connectivity of financial markets in the Greater Bay Area and jointly build an international financial hub, of which relevant policy measures will be released soon.

3月20日，广东省举办提振信心激发活力助推市场主体高质量发展系列政策措施第二次新闻发布会，出台第二批9份政策。
广东省政府副秘书长胡洪介绍，此次发布的这9份政策，加上3月初首批发布的9份政策，目前已制定出台了18份政策，这些政策在推动高水平科技自立自强、激发市场主体活力、优化营商环境方面有落实举措，在鼓励投资、扩大消费、促进外贸方面有具体部署，在推动重大战略性平台建设、促进重点产业发展、提振市场信心方面有细化安排，在金融信用、数字经济、用地用海等要素赋能实体经济发展方面有支持措施。
这9份政策分别是：
一是《广东省关于进一步完善政策环境加大力度支持民间投资发展的实施方案》，聚焦解决民间投资“不能投”“不愿投”“不敢投”问题，通过政府投资和政策激励引导激发民间投资活力。
二是广东省发展改革委牵头的《广东省推动新型储能产业高质量发展指导意见》，抢抓新型储能产业发展重大机遇，在新型储能关键核心技术研发、安全管理体系、海外市场建设、市场化机制、财政金融和重大项目建设等方面强化政策支撑。
三是广东省科技厅牵头的《关于深入推进重大科研基础设施与大型科研仪器向社会开放的若干意见》，加快推进重大科研基础设施和大型科学仪器设备面向社会开放共享，提高科技资源利用效率，助力企业尤其是中小企业科研创新。
四是广东省商务厅牵头的《广东省推进招商引资高质量发展若干政策措施》，这是一个创新招商机制，以更大力度吸引和利用外资、推动招商引资高质量发展、加快构建以国内大循环为主体、国内国际双循环相互促进新发展格局的重要举措。
五是广东省商务厅牵头的《广东省促进汽车出口若干措施》，大力促进广东省汽车尤其是新能源汽车出口，推动外贸稳规模优结构。
六是广东省商务厅牵头的《关于聚焦贸易高质量发展建设进口基地的实施方案》，下一步广东省将聚焦大宗商品、电子元器件、飞机、汽车、农产品、中高端消费品等重点产品布局建设进口基地。
七是广东省市场监管局牵头的《广东省促进个体工商户发展实施办法》，推动个体工商户实现质量有效提升和量的合理增长，完善常态化工作机制和长效化政策措施。
八是广东省政务服务数据管理局牵头的《进一步强化市场主体诉求响应平台服务的工作方案》，建立线上线下融合、企业有呼必应的一体化诉求相应的工作体系。
九是广东省自然资源厅牵头的《广东省人民政府关于将部分省级自然资源行政职权事项调整由广州市南沙区实施的决定》，将“农用地转用和土地征收审批”“土地征收成片开发方案审批”“城乡建设用地增减挂钩节余指标跨省域调剂建新方案审批”等3项省级行政职权事项委托南沙区政府实施，助力南沙加快建设立足湾区、协同港澳、面向世界的重大战略性合作平台。
胡洪表示，接下来，广东将抓住一季度部署推进工作的黄金时间节点，认真做好已出台的各项政策落地实施，特别是推动惠企助企的政策措施应享尽享、免申即享、直达快享。同时，将按照中央统一部署，进一步加强调查研究，持续跟踪分析经济运行中的堵点，特别是高度关注市场主体的实际困难，及时出台有针对性的增量政策措施。
The China Development Forum (CDF), an annual high-level event hosted by the Development Research Center of the State Council, China's cabinet, is scheduled to run from March 25 to 27 in Beijing, the first time to be held offline since 2020. Themed "Economic Recovery: Opportunities and Cooperation," this year's CDF will focus on opportunities in the Chinese market, stabilization of global industrial chains, and the green transition, organizers said Monday. Oliver Bäte, CEO of Germany-based Allianz, will co-chair the forum, and more than 100 overseas multinationals, leaders of international organizations and well-known scholars will attend the forum.
中国发展高层论坛恢复线下举行：3月20日，国务院发展研究中心副主任张来明在新闻发布会上宣布，中国发展高层论坛2023年年会将于3月25日至27日在北京钓鱼台国宾馆举行。今年是自2020年新冠疫情发生后，论坛第一次恢复线下举办，国务院发展研究中心主任陆昊将担任论坛主席，德国安联集团董事会主席奥利弗•贝特将担任论坛外方主席。据悉，论坛2023年年会主题为“经济复苏：机遇与合作”。中国发展高层论坛秘书长方晋介绍，截至目前，已有三十余位中央部委领导、二十余位中央企业和中央金融机构负责人确认参会。与往年一样，今年论坛境外代表范围仍限于世界500强或行业领先企业的董事长或首席执行官、主要国际经济组织负责人、国际著名学者，目前境外正式参会代表已达100余位，涵盖了十多个产业的跨国企业。

Guangdong’s manufacturing hub Dongguan announced on Tuesday to throw in 100 million yuan in a special fund for consumption vouchers and promotions of cars, digital devices and home appliances, among an array of measures to stabilize the economy. Industrial enterprises with a yearly growth in output value or sales revenue reaching 100 million yuan in 2023 will be rewarded with 5 million yuan, according to the municipal government, while cross-border logistics drivers, organizers of local conventions and participants of overseas expos will also be subsidized.
东莞发布稳经济一揽子政策：东莞发布官微3月21日消息，东莞市政府常务会议今天审议通过新的稳经济一揽子政策。其中提到，2023年全年工业产值（或销售收入）同比增长1亿元及以上的工业企业，每家企业最高奖励500万元。安排1亿元专项资金，发放通用消费券，组织开展小汽车促消费活动、消费电子产品和家用电器促消费活动、“乐购东莞6·18网上生活节”及其他各类线下促消费活动。将陆路跨境运输纾困政策延期到2023年6月30日，有关扶持标准自4月1日起调整为500元/车。此外还有多项境内外展会参会资助、办会支持等措施。

The number of Chinese group tourists who have applied for foreign visas to travel abroad during the upcoming Labor Day holiday doubled in the past half month compared with the same period in February, data from Trip.Com showed, as China further eases its outbound travel restrictions. Visa searches in the past week soared 886 percent from a year earlier, with the number of visa applications up 680 percent, according to data from Fliggy. Japan, Thailand, the United States, and Malaysia are proving to be the most popular destinations.

Huawei Technologies will not enter the enterprise resource planning(ERP) market, as its MetaERP management system is only for internal use, according to an insider at the Chinese telecoms giant. The news that Huawei will enter the ERP industry is a misinterpretation, the insider added. Following the rumors, shares of leading Chinese ERP companies Kingdee International Software Group and Yonyou Network Technology plunged for fears of intensified competition. Huawei's founder Ren Zhengfei recently said the company will introduce MetaERP in April. The management system uses Huawei's own operating system, database, compiler, and language, Ren added, noting that it has already passed practical tests to be used across the firm's departments and the annual settlement trial of the company's ledger.

Shares of Bilibili jumped 7 percent today after the exclusive Chinese distributor of popular Japanese mobile game Pretty Derby, which has 200,000 users in China, was included in China's first batch of foreign game licenses for this year. The game’s Chinese version was among the 27 foreign titles the National Press and Publication Administration yesterday approved for release in China. The Japanese version of Pretty Derby is Japan's top-grossing mobile game on IOS in 2021, generated about 1 billion yuan in revenue in the first month of release.

China's first hydrogen fuel cell powered 500-kilowatt-service vessel was put into service recently in Zhongshan, Guangdong Province, marking a breakthrough in the application of China's hydrogen technology in the marine sector. With the maximum speed of 28 kilometers per hour and a maximum cruise range of 200 kilometers, the vessel will be used in transporting, patrolling and emergency operations in the Three Gorges area, according to the China Three Gorges Corporation (CTG) on Monday.

U.S.-listed shares of PDD Holdings fell after the owner of discount e-commerce platforms Pinduoduo and Temu, posted late Monday weaker-than-expected results for the fourth quarter in 2022. PDD reported revenue of 39.82 billion yuan for the quarter ended Dec. 31, up 46 percent year-on-year, but fell short of market estimates and weaker than the growth of 65 percent in the previous quarter. This brings last year’s total revenue to 130.6 billion yuan, up 39 percent. Non-GAAP net income in Q4 climbed 43.5 percent to 12.11 billion yuan, thanks to an increase in revenues from online marketing services and transaction services. It is worth noting that the firm’s annual R&D spending jumped 15 percent to hit a record 10 billion yuan in 2022.

Chinese stocks clawed back some of the previous losses on Tuesday with the benchmark Shanghai Composite up 0.6 percent, while the Shenzhen Component jumped 1.6 percent. Hong Kong’s benchmark Hang Seng index also ended up 1.4 percent and the TECH index rose 2.5 percent.
