China has finally hammered out details of its forthcoming cybersecurity regulation by requiring domestic platform companies with data of more than 1 million users to undergo a security review before listing their shares overseas, the latest amendment to the country's Cybersecurity Review Measures that will be effective from February 15.

The authorities will focus on appraising whether the listing would impose national security risks such as the leakage or damage of core data, the possibility of large amounts of personal data being grasped and manipulated by overseas governments, as well as the risk of critical information infrastructures being illegally controlled, interrupted and damaged.  

The regulators' move to tighten rules for companies seeking overseas IPOs comes not only as a proportionate response to overseas countries' toughened crackdown on Chinese firms, but is also a reflection of China's increasing emphasis on data security with the rapid development of China's internet sector. 

Since the investigation in July into Chinese ride-hailing giant Didi Global by Cyberspace Administration of China (CAC) after its listing in the US, amendments to the country's cybersecurity regulations have been the subject of widespread public attention. 

However, the CAC said companies seeking Hong Kong listings won’t automatically be required to undergo a formal data security review. It would be welcome news to investors in the Asian financial centre, which has long been the destination of choice for Chinese businesses seeking capital and a global presence.

Just last month, separate Chinese agencies unveiled sweeping regulations governing overseas share sales by the country’s firms, including requiring companies in a swath of industries to seek official waivers before floating overseas. 

As Hong Kong listees still have to jump through a number of regulatory hoops, shares in bourse operator Hong Kong Exchanges & Clearing slid another 2.1 percent on Wednesday, with the Hang Seng Tech Index diving 4.6 percent.

新年伊始，网信办重磅发文，规定掌握百万用户信息赴国外上市须审查。

1月4日，国家网信办等十三部门近日联合修订发布《网络安全审查办法》（以下称“办法”）。办法明确，掌握超过100万用户个人信息的网络平台运营者赴国外上市必须向网络安全审查办公室申报网络安全审查，自2022年2月15日起施行。

根据办法，网络安全审查将重点评估产品和服务使用后带来的关键信息基础设施被非法控制、遭受干扰或者破坏的风险；核心数据、重要数据或者大量个人信息被窃取、泄露、毁损以及非法利用、非法出境的风险；上市存在关键信息基础设施、核心数据、重要数据或者大量个人信息被外国政府影响、控制、恶意利用的风险等国家安全风险因素。

专家认为，此举既是对外国变本加厉打击中国公司的回应，也展现了中国对于网络行业的数据安全越发重视。

2021年6月30日，移动出行平台“滴滴出行”正式在美国纽约证券交易所挂牌上市。7月2日，网络安全审查办公室对“滴滴出行”启动网络安全审查。自滴滴赴美上市以来，境内企业境外上市所产生的信息安全问题持续受到关注。

值得注意的是，本次《办法》中，赴香港上市不要求进行网络安全审查。国家互联网信息办公室2021年11月份发布的《网络数据安全管理条例（征求意见稿）》提出，数据处理者赴香港上市，影响或者可能影响国家安全的应当按照国家有关规定，申报网络安全审查。而随着《办法》发布，其中不再提及香港。

随着强监管重磅文件的发布，港交所股价周三再跌2.1%，科技股继续承压， 小米、腾讯、京东、美今日收盘跌幅介于0.2%与1.9%之间。恒生科技指数重挫4.6%，创新年开市“三连跌”。

  1月4日，内地新增本土病例41例（陕西35例，均在西安市；河南4例，其中许昌市2例、郑州市1例、周口市1例；浙江2例，均在宁波市）。

• China Mobile shares jumped more than 9 percent on their Shanghai debut on Wednesday before trimming down gains to 0.52 percent. The company raised 56 billion yuan in China's biggest public share offering in a decade, as investors shrugged off valuation and blacklisting fears.

  “巨无霸”回A首日涨0.5%：1月5日，中国移动正式回归A股，开涨9.41%，收盘涨0.52%，市值约1.23万亿元。2021年12月22日，中国移动开启进行网下、网上申购，预计“绿鞋”全额行使后的最大募资规模为560亿元，为A股近10年来最大规模的IPO。

• Shares of China Huarong Asset Management plunged as much as 50 percent in Hong Kong on Wednesday to a record low, as trading resumed after a nine-month suspension. Huarong halted trading in its shares in April 2021 and resumed trading today after announcing that it would receive 42 billion fresh capital from a state consortium. 

  华融复牌首日股价遭腰斩：1月5日，停牌9个月后中国华融在港股复牌，盘中跌幅一度扩大至50%。中国华融曾于2021年3月31日宣布延迟发布2020年度业绩后，2021年4月1日起暂停港股买卖。面对巨额亏损，中国华融宣布引入五大战略投资者，共募集资金420亿元，但复牌首日市值蒸发一半。

• China’s property developers, represented by 100 typical firms, raised nearly 1.3 trillion yuan ($202.4 billion) last year, data from real estate data cruncher China Real Estate Information Corporation showed. The amount raised in 2021 was 26 percent below the previous year’s haul, the lowest amount in five years.

  2021年百家房企融资量罕见负增长：1月3日，克而瑞地产研究中心发布的报告显示，2021年100家典型房企的融资量为12873亿元，同比下降26%，近五年来融资量首次出现负增长，同时达到五年来最低点。

• US-based tech giant Amazon said on Tuesday it is committed to serving Chinese consumers, who can continue to purchase Kindle e-readers from third-party online and offline retailers, after some media reported the company's Kindle business will withdraw from the Chinese market. 

  亚马逊回应Kindle退出中国疑云：1月4日，有网友发现Kindle关闭了淘宝官方旗舰店，同时，Kindle京东自营旗舰店商品出现大面积缺货，“Kindle或退出中国市场”话题引发热议。亚马逊中国回应称： 我们致力于服务中国消费者。消费者可以通过第三方线上和线下零售商购买Kindle设备。

• The beta version of the digital yuan wallet app went live on app stores on Tuesday, ready for the broad use by domestic and international customers during the upcoming Beijing Winter Olympics. The app is the official service platform for the pilot programs of China's legal digital currency for individual users.

  数字人民币App上架：1月4日，数字人民币App迎来重要升级，将此前的“测试版”正式升级为“试点版”，居民可以在多个App应用市场进行下载。此次升级，页面设计上更突出数字人民币的支付功能，同时归集了商户子钱包。

• Chinese stocks settled lower on Wednesday with Chinese traditional medicine stocks and the new energy sectors tumbled. The Shanghai Composite closed 1.02 percent lower, and the Shenzhen Component fell 1.8 percent. The Hang Seng Index lost 1.64 percent, dragged by the tech sector.

  周三A股港股普跌，沪指跌1.02%，深成指跌1.8%。中药板块大幅调整，多股跌停；赛道股再度下挫，锂电、光伏、芯片等跌幅居前。港股腾讯系领跌大市，恒生科技指数跌4.63%，恒指跌1.64%。
