China's top economic planner on Monday issued 21 measures to support the private investment, saying that it would further support the participation of private investment in key infrastructure projects, science and innovation.
China will increase policy support to stimulate the vitality of private investment, stabilize market expectations and increase job opportunities, as "private investment accounts for more than half of the total social investments," said a notice by the National Development and Reform Commission (NDRC).
Since 2012, private investment has accounted for over 55 percent of total investment nationwide, as the main force driving investment growth, official data showed.
Private enterprises will be incentivized to invest in 102 major projects in areas such as transportation, water conservation and carbon reduction, as well as to participate in science and innovation projects, while central-owned enterprises are encouraged to step up the use of new products and technologies from private enterprises and guide private enterprises to participate in the supply chain of major projects.
Relevant departments should give equal attention to private investment when allocating funds, and push for transparent operation of public-private partnership (PPP) in infrastructure investment, the state planner added. It also vowed to treat all types of firms equally when issuing infrastructure REITs and will fast-track the launch of REITs projects that involves private investors.
Meanwhile, it would support the development of the platform economy with a focus on investment of key projects such as artificial intelligence, cloud computing and blockchain.
The NDRC said that it will further improve the social environment for private investment, set up “red lights” and “green lights” on the premise of preventing disorderly capital expansion, and introduce a number of “green light” investment cases to regulate and guide the sound development of private capital.
11月7日，国家发改委发布《关于进一步完善政策环境加大力度支持民间投资发展的意见》(以下简称《意见》)，从推动民间投资项目加快实施、鼓励民间投资以多种方式盘活存量资产、加强民间投资融资支持等六个方面提出了21条具体措施，包括“支持民间投资参与102项重大工程等项目建设”、“深化’放管服’改革”、“支持民间投资项目参与基础设施领域不动产投资信托基金(REITs)试点”等。
《意见》提出，支持民间投资参与102项重大工程等项目建设。根据“十四五”规划102项重大工程、国家重大战略等明确的重点建设任务，选择具备一定收益水平、条件相对成熟的项目，多种方式吸引民间资本参与。支持民营企业参与铁路、高速公路、港口码头及相关站场、服务设施建设。鼓励民营企业加大太阳能发电、风电、生物质发电、储能等节能降碳领域投资力度。
《意见》提出，在安排各类政府性投资资金时，对民营企业一视同仁，积极利用投资补助、贷款贴息等方式，支持符合条件的民间投资项目建设。用好政府出资产业引导基金，加大对民间投资项目的支持力度。推动政府和社会资本合作(PPP)模式规范发展、阳光运行，引导民间投资积极参与基础设施建设。
同时，《意见》明确，鼓励民间投资以多种方式盘活存量资产。在发行基础设施REITs时，对各类所有制企业一视同仁，加快推出民间投资具体项目，形成示范效应，增强民营企业参与信心。积极做好政策解读和宣传引导，提升民营企业参与基础设施REITs试点的积极性，拿出优质项目参与试点，降低企业资产负债率，实现轻资产运营，增强再投资能力。
另外，《意见》明确，支持民间投资参与科技创新项目建设。鼓励民间资本积极参与国家产业创新中心、国家技术创新中心等创新平台建设，支持民营企业承担国家重大科技战略任务。在稳定产业链供应链相关项目招投标中，对大中小企业联合体给予倾斜，鼓励民营企业参与。支持平台经济规范健康持续发展，鼓励平台企业加快人工智能、云计算、区块链、操作系统、处理器等领域重点项目建设。
在加强民间投资融资支持方面，《意见》表示，引导金融机构积极支持民间投资项目。推动金融机构按市场化原则积极采用续贷、贷款展期、调整还款安排等方式对民间投资项目予以支持，避免因抽贷、断贷影响项目正常建设。完善民营企业债券融资支持机制，加大对民营企业发债融资的支持力度。
China's outbound direct investment (ODI) surged 16.3 percent on a yearly basis to $178.82 billion in 2021, with the flow scale ranking third in the world for ten consecutive years, while ODI stock amounted to $2.79 trillion by the end of 2021, positioning it as the third among the largest investors in the global market for five consecutive years, data from a government statistical bulletin released on Monday by the Ministry of Commerce, the National Bureau of Statistics and the State Administration of Foreign Exchange.
中国ODI流量连续10年全球前三：商务部、国家统计局和国家外汇管理局7日联合发布《2021年度中国对外直接投资统计公报》。公报显示，2021年，中国对外直接投资流量1788.2亿美元，比上年增长16.3%，连续十年位列全球前三，对外投资大国地位稳固。公报显示，2021年末，中国对外直接投资存量2.79万亿美元，连续五年排名全球前三。2021年中国双向投资规模基本相当。

China's Ministry of Industry and Information Technology announced Monday that it approved the establishment of three new national manufacturing innovation centers. The innovation centers, backed by research or tech firms in Zhejiang, Jiangxi, and Sichuan provinces, will focus on graphene, virtual reality, and ultra-high-definition video industries, respectively, said the ministry. The centers will concentrate on key generic technologies and enhance technological research and development in these industries.

Investment and procurement projects worth tens of billions of yuan have been signed at a China-Laos Railway development and promotion conference during the weekend at the ongoing China International Import Expo (CIIE), China's Foreign Ministry said on Monday. The China-Laos Railway has sent more than 7.5 million passengers and transported 9.86 million tons of goods after 11 months of operation, which has become a vivid portrayal of the high-quality joint construction of the Belt and Road initiative between China and ASEAN countries.
中老铁路签署百亿投资采购项目：中国外交部发言人赵立坚11月7日表示，根据最新数据，中老铁路累计发送旅客突破750万人次，开行货运列车225列，运输货物986万吨，货物运输覆盖老挝、越南等10多个共建“一带一路”国家。就在刚刚过去的这个周六，第五届中国国际进口博览会举办了“中老铁路沿线开发合作推介会”活动，现场即签署了价值上百亿人民币的投资采购项目。中老铁路已经成为中国同东盟国家高质量共建“一带一路”的生动写照。
China’s oil “big three”, namely CNPC, Sinopec and CNOOC, have so far signed contracts worth at least $69 billion at the 5th CIIE with global energy companies to buy products ranging from oil to rubber. The three energy giants have sign deals totaling $342.8 billion over the past five years at the expo, according to media estimate.

The two-day trade and investment matchmaking conference of the fifth CIIE has concluded on Monday, with accumulated intended turnover exceeding $4 billion. More than 1,100 enterprises from over 50 countries and regions have engaged in rounds of one-to-one negotiations during the past two days, with cross-border matchmaking activities also held online.
贸易投资对接会成交意向超40亿美元：8日报道，本届进博会大型贸易投资对接会线下活动已经结束，目前成交意向已超过40亿美元。最新数据显示，11月6号和7号两天，共有1100多家企业参加贸易投资对接会，现场签约合作意向金额超17亿美元，现场投资推介区达成合作超23亿美元，合计实现成交意向超40亿美元。

China has raised the retail prices of gasoline and diesel from Tuesday based on recent changes in international oil prices, the NDRC said Monday. Gasoline and diesel prices will increase by 155 yuan and 150 yuan per ton, respectively. Car owners have to pay an extra 6 yuan to fill up a 50-liter tank.

Chinese planemaker Commercial Aircraft Corporation of China (COMAC) secured orders from multiple leasing firms to supply a total of 330 planes, it said at China's biggest airshow in Zhuhai on Tuesday, adding that 300 of the planes are narrow-body jetliner C919s and 30 are ARJ21 regional jets.

Meanwhile, COMAC predicted on Tuesday that 9, 284 aircraft will be delivered to China in the next two decades, as the nation is set to become the world's largest single aviation market.

Nvidia Corp., the most valuable chipmaker in the U.S., has begun producing a processor for China that conforms to new rules aimed at limiting the country’s access to AI computing. The A800 GPU, or graphics processing unit, went into production in the third quarter and serves as an alternative to the A100 model, Nvidia said in a statement on Tuesday.

Chinese hotel chain Atour Lifestyle Holdings has applied for an initial public offering on the New York-based stock exchange Nasdaq. Atour plans to issue around 4.75 million American depository shares priced between $11 and $13 to raise up to $61.8 million, the Shanghai-based firm said in its latest red herring prospectus filed to the US Securities and Exchange Commission yesterday.

Hong Kong’s benchmark Hang Seng ended 0.23 percent lower, while the Tech Index fell 1.56 percent.
