China's economic recovery regained mild momentum in the third quarter, rising by 1.3 percent from the previous three months, amid ongoing calls for increased policy support to sustain a consistent growth trajectory.
With economic growth of 5.2 percent to reach 91.3 trillion yuan in the first three quarters setting a solid foundation, China has full confidence in achieving its annual GDP growth target of around 5 percent in 2023, Sheng Laiyun, deputy director of the National Bureau of Statistics said on Wednesday.
In the third quarter, the country’s GDP expanded 4.9 percent year-on-year. Sheng added that, due to the low comparison base last year, China's economy only needs to reach a year-on-year growth of 4.4 percent in the fourth quarter to achieve the full-year target.
Figures released by the NBS showed China's value-added industrial output - a gauge of activity in the manufacturing, mining and utilities sectors - grew by 4.5 percent in September from a year earlier, flat with the figure in August.
Retail sales, a key measurement of consumer spending, grew by 5.5 percent year-on-year in September, up from the 4.6 percent growth in August. In the first three quarters, retail sales rose by 6.8 percent yearly, slowed from the 8.2 percent rise seen in the first half.
Elsewhere, fixed-asset investment - a major growth engine - expanded by 3.1 percent in the first nine months of the year, slightly down from the 3.2 percent jump in the first eight months.
The subdued property market remained a drag on the economy, as real estate investment fell by 9.1 percent in the first three quarters, contracting further from the 8.8 percent drop in the first eight months.
The surveyed urban jobless rate came in at 5 percent in September from 5.2 percent in August, according to the NBS.
Despite the steady recovery, the NBS warned of pressures from a grimmer and more complicated external environment as well as insufficient demand, saying more efforts should be made to consolidate the foundation for the economic rebound.
三季度宏观经济数据出炉。
国家统计局10月18日发布数据显示，初步核算，今年前三季度国内生产总值913027亿元，按不变价格计算，同比增长5.2%。三季度国内生产总值同比增长4.9%，环比增长1.3%。
三季度GDP同比增速较二季度有所回落，主要是由于去年同期基数抬升的原因。9月部分经济指标延续了回升态势，制造业采购经理指数重回扩张区间，比上月上升0.5个百分点，服务业生产指数连续两个月回升。
“如果扣除基数的影响，三季度的两年平均增长增速是4.4%，比二季度加快了1.1个百分点。此外，就业形势好转，企业预期改善，充分说明前三季度中国经济持续恢复向好。”国家统计局副局长盛来运在新闻发布会上表示。
前三季度，全国规模以上工业增加值同比增长4.0%，比上半年加快0.2个百分点。分产品来看，太阳能电池增长最为明显，为63.2%，充电桩、新能源汽车产量分别增长34.2%、26.7%。
9月规模以上工业增加值同比实际增长4.5%，与上月持平，略低于市场对此的预期。可见虽9月PMI已高于荣枯线，但企业需求收缩问题仍然比较突出。
消费依旧是最大的亮点。社零方面，前三季度，社会消费品零售总额342107亿元，同比增长6.8%。其中，9月社零总额同比增长5.5%，比上月加快0.9个百分点，增速连续2个月加快。
固投方面，前三季度同比增长3.1%。基础设施投资、制造业投资、房地产开发投资增速分别为6.2%、6.2%、-9.1%。制造业保持了一定的韧性，连续两个月回升。但基础设施投资增速较前8个月回落0.2个百分点，房地产市场也尚未走出低迷。
前三季度，全国城镇调查失业率平均值为5.3%。9月份，全国城镇调查失业率为5.0%，比上月下降0.2个百分点，连续2个月下降。
企稳信号已现。步入2023年最后一个季度，中国经济在接下来会有怎么样的表现？
“如果要完成全年预期目标，四季度只要增长4.4%以上，就可以保障完成全年5%左右的预期目标。”盛来运表示，四季度经济将会继续恢复向好，总体保持回升态势，对实现全年5%的预期目标很有信心。但也要看到，外部环境更趋复杂严峻，国内需求仍显不足，经济回升向好基础仍需巩固。

China initiated the Beijing Declaration for global entrepreneurs at the CEO Conference held during the third Belt and Road Forum for International Cooperation (BRF) in Beijing on Tuesday, calling for efforts to adhere to openness and cooperation. The declaration has five parts, including adhering to openness and cooperation, deepening connectivity cooperation - such as a pledge to actively participate in infrastructure development - and enhancing trade liberalization and facilitation. It also calls for efforts to promote green development, strengthen cooperation on the digital economy, as well as lawful operations and fulfilling social responsibility. At this year’s conference, more than 300 representatives from China and abroad signed agreements. The deals, covering artificial intelligence, biomedicine, modern agriculture, as well as financial services, hit a record in terms of both the number of deals and the value of contracts.
《“一带一路”企业家大会北京宣言》发布：10月17日，由中国贸促会、国务院国资委、全国工商联共同举办的“一带一路”企业家大会上，近300名中外代表在现场签署合作协议，项目涵盖基础设施、清洁能源、人工智能、生物医药、金融服务、现代农业、轨道交通等多个领域。会上还发布了《“一带一路”企业家大会北京宣言》。《宣言》倡议，坚持开放合作、深化互联互通、坚持绿色发展、推进数字经济合作以及坚持合规经营和履行社会责任，并呼吁更多国家工商界加入本倡议，让共建“一带一路”成为共同的机遇之路、繁荣之路，共同把这条造福世界的幸福之路铺得更宽更远。

China signed a free trade agreement (FTA) with Serbia on Tuesday, the first FTA signed between China and a Central and Eastern European country, and the 22nd FTA China has signed, making Serbia China's 29th free trade partner. The deal was announced at the ongoing BRF in Beijing, witnessed by both countries' top leaders. It will push forward the high-quality joint construction of the BRI and deepen the comprehensive strategic partnership of the two countries, China's Ministry of Commerce said on Tuesday.

China's top economic planner and relevant authorities in three countries signed cooperation documents covering various fields including jointly building the BRI, the NDRC announced on Tuesday. China signed five deals with Hungary including a second batch of priority cooperation projects to jointly build the BRI in the second round, and four other memorandums of understanding, aiming to promote bilateral cooperation in industrial investment, the exchange of policies in economic development, green and low-carbon development, and the digital economy. The NDRC also signed four cooperation documents respectively with authorities of Papua New Guinea and Chile during the past two days.

CRRC Changchun Railway Vehicles Co and Serbia's Ministry of Construction, Transport and Infrastructure inked a contract for the procurement of high-speed train needed for the Hungary-Serbia Railway, on Tuesday in the sideline of the BRF, marking the first time for China's high-speed train system capable of running at speeds of more than 200 kilometers per hour, being exported to Europe, according to the company. The high-speed train export contract includes 20 electric trains which use distributed power type with a maximum operating speed of 200 kilometers per hour, which are expected to go into operation by 2025.

Chinese oil major Sinopec is purchasing 30 percent equity in Kazakhstan’s largest polyethylene plant, which is being built by state-owned oil and gas company KazMunayGas. Sinopec will receive the equity transfer from KazMunayGas and other partners in the project, the firm said yesterday, citing a deal inked at the BRF yesterday.

Engineering contractor China CAMC Engineering has secured a 3.6 billion yuan contract for reconstructing and expanding an airport in the capital city of Central America’s Nicaragua. CAMCE will rebuild the airport in Managua and expand the original infrastructure into a high-grade international airport, the firm announced today, citing a deal it signed with the Ministry of Transport and Infrastructure of Nicaragua at the Belt and Road CEO Conference yesterday.

Chinese construction engineering firm Norinco International said it penned a USD2 billion contract to expand the capacity of an oil refinery in Iraq. Norinco inked a construction deal with Awsat Energy, a company set up for the project, at the Belt and Road CEO Conference yesterday.
北方国际拿下20亿美元伊拉克炼厂项目：17日北方国际公告，公司与AWSAT Energy FZE公司在第三届“一带一路”国际合作高峰论坛企业家大会签订了《伊拉克TQ炼厂扩建项目EPC总承包框架协议》。协议金额暂定约20亿美元。

JD Logistics said that the courier unit of Chinese e-commerce giant JD.Com will upgrade its self-operated express delivery business in Hong Kong and Macao to address fierce market competition. The improved delivery network will include several operation centers offering fast intracity express delivery in the two SARs, intercity express delivery between them and between the two regions and the mainland, as well as door-to-door delivery services, JD Logistics announced yesterday. Intracity parcels in Hong Kong will be delivered as quickly as four hours, with night delivery time extended to 10 p.m., while in Macao packages will be able to arrive the next morning, JD Logistics noted.

Chinese artificial intelligence startup Baichuan Intelligent Technology said on Tuesday that it has raised USD300 million from investors including Chinese tech giants Alibaba Group, Tencent Holdings and Xiaomi Corp. The latest round of funding followed an early USD50 million angel round, making the total fundraising to USD350 million.

BYD’s shares advanced after the Chinese electric vehicle and battery giant said it expects its net profit to have jumped up to 142 percent in the first three quarters of the year. Net profit likely soared 120 percent to 142 percent to between 20.5 billion and 22.5 billion yuan in the first nine months from a year earlier, BYD announced late yesterday. It expects third-quarter net profit to have risen 67 percent to 102 percent to between 9.5 billion and 11.5 billion yuan, slower than that in the first half of the year.

Chinese stocks ended down Wednesday despite forecast-beating economic growth data. The benchmark Shanghai Composite shed 0.8 percent and the Shenzhen Component fell 1.2 percent. Hong Kong’s Hang Seng index dipped 0.2 percent while the TECH index dropped 1.7 percent.
