China's leadership has vowed to unswervingly consolidate and develop the public sector and unswervingly encouraging, supporting, and guiding the development of the non-public sector in China.
Chinese President Xi Jinping on Monday reaffirmed the country's support for the private sector and urged proper guidance for its healthy and high-quality development, stressing equal treatment of state-owned and private enterprises, calling for efforts in encouraging and supporting the growth of the private economy and enterprises to boost market expectations and confidence.
In the Government Work Report delivered on Sunday, Chinese Premier Li Keqiang said "we should, in accordance with the law, protect the property rights of private enterprises and the rights and interests of entrepreneurs".
China should encourage and support the private sector and private businesses in growing and expanding and support micro-, small and medium-sized enterprises and self-employed individuals in business development, Li said.
"We should cultivate a cordial and clean relationship between government and business and create an environment in which enterprises under all forms of ownership can compete and grow on a level playing field. Effective measures and policies should be rolled out to boost market expectations and confidence," Li added.
As an important part of China's economic development, the private sector contributes over 60 percent of the GDP, over 50 percent of the total tax revenue and over 80 percent of urban employment, besides more than 70 percent of technological innovations and 90 percent of market entities in China, according to the National Development and Reform Commission.
During the top legislative meetings, political influencers are emphasizing giving equal rights to private companies to succeed amid economic recovery, as meeting participants have suggested that state-owned enterprises and private companies should be teammates, and they ought to be treated equally from institutional and legal perspectives.
Delegates have made proposals to safeguard private firms' rights and interests while breaking down access barriers and supporting the growth of small, even micro-sized companies.
The private sector will embrace new opportunities, and the stage for private enterprises will get bigger as the country's economy is expected to pick up significantly in 2023, Guo Weimin, a spokesperson for the first session of the 14th National Committee of the CPPCC said on Friday.
十四届全国人大一次会议3月5日上午在人民大会堂开幕，国务院总理李克强在政府工作报告中多次提到民营经济和民营企业。
贡献了50%的政府财政收入、60%的GDP和投资、70%的产业升级和创新以及80%的工作岗位的民营经济，必然是未来经济起飞的“主力军”。
报告指出，五年来，我们聚焦重点领域和关键环节深化改革，更大激发市场活力和社会创造力。坚持社会主义市场经济改革方向，处理好政府和市场的关系，使市场在资源配置中起决定性作用，更好发挥政府作用，推动有效市场和有为政府更好结合。
其中，促进多种所有制经济共同发展方面，报告提到，“坚持和完善社会主义基本经济制度，坚持“两个毫不动摇”。完成国企改革三年行动任务，健全现代企业制度，推动国企聚焦主责主业优化重组、提质增效。促进民营企业健康发展，破除各种隐性壁垒，一视同仁给予政策支持，提振民间投资信心。完善产权保护制度，保护企业家合法权益，弘扬企业家精神。”
“在看到发展成就的同时，我们也清醒认识到，我国是一个发展中大国，仍处于社会主义初级阶段，发展不平衡不充分问题仍然突出。”报告提到，国内经济增长企稳向上基础尚需巩固，需求不足仍是突出矛盾，民间投资和民营企业预期不稳，中小微企业和个体工商户有不少困难，稳就业任务艰巨，一些基层财政收支矛盾较大。
另外，李克强在政府工作报告中简述今年重点时提到，“切实落实‘两个毫不动摇’。深化国资国企改革，提高国企核心竞争力。坚持分类改革方向，处理好国企经济责任和社会责任关系，完善中国特色国有企业现代公司治理。依法保护民营企业产权和企业家权益，鼓励支持民营经济和民营企业发展壮大，支持中小微企业和个体工商户发展，构建亲清政商关系。”
国家发改委在当天发布的关于2022年国民经济和社会发展计划执行情况与2023年国民经济和社会发展计划草案的报告中同样提出，坚持“两个毫不动摇”，支持民营企业融入和服务国家重大战略，确定民营经济联系点城市并推广第二批地方支持民营企业改革发展的典型做法。
今年政府工作报告继续重申“两个毫不动摇”，要依法保护民营企业产权和企业家权益，鼓励支持民营经济和民营企业发展壮大。党的二十大报告和2022年中央经济工作会议均强调了“依法保护民营企业产权和企业家权益”，今年全国两会期间，提振市场预期和信心、促进民营经济健康发展也成为代表委员关注的热点话题。
多位代表委员从健全法律法规、优化营商环境等多方面提出建议，包括尽快制定如民营经济保护法、民营企业法等专门法律；优化营商环境，完善政务服务，打通政企对接“最后一公里”。在优化营商环境、稳定有关行业投资预期方面，有委员表示，要进一步破除地方保护，完善国内统一大市场建设。
China rejects "decoupling," opposes severing industrial and supply chains, and opposes imposing unilateral sanctions, Chinese foreign minister Qin Gang said at a press conference on the sidelines of the ongoing two sessions today. China stands firmly against any form of hegemonism and power politics, against the Cold War mentality and camp-based confrontation, and against containment and suppression, he stated. The U.S. perception and views toward China are seriously distorted, and Beijing hopes Washington will explore the right way to get along with China that benefits both countries and the world. China will take multilateralism as the way forward and promote the building of a community with a shared future for humanity, said the foreign minister.
Asked about dropping the use of the US dollar and the Euro in China-Russia trade, Qin said China will use whatever currency is “efficient, safe and credible”. “Currency should not be used as a trump card for unilateral sanctions,” he said. The China-Russia relationship is not a threat to any country, nor is it subject to any interference or discord sowed by any third party, he added.
As China's domestic COVID-19 situation turns for the better, China has steadily resumed exchanges with foreign countries, and the country’s diplomacy has pressed the "acceleration button" and sounded the clarion call. Saying that it is unnecessary to be concerned about China's economic outlook, Qin said as China accelerates high-quality development, promotes high standard opening-up and fosters a new development paradigm, it will surely bring new opportunities to all countries in the world, especially regional countries. The process of Chinese modernization is a boost to global peace, justice and progress, he added.
外交部长秦刚“首秀”答14问：3月7日十四届全国人大一次会议外长记者会上，中国外交部长秦刚就“中国外交政策和对外关系”相关问题回答中外记者提问，这是秦刚担任外长之后，首次出席全国两会期间的外长会，会上他集中回答了14个提问。对于今年的中国外交，秦刚称，当前，国内新冠疫情形势好转，中外交往有序恢复，中国外交已经按下“加速键”，吹响“集结号”。他透露，将全力办好首次“中国+中亚五国”元首峰会和第三届“一带一路”国际合作高峰论坛两大主场外交。谈及中国式现代化，秦刚说，“中国式现代化一不靠战争，二不靠殖民，三不靠掠夺，我们坚持和平、发展、合作、共赢，坚持人与自然和谐共生，这是一条有别于西式现代化的崭新道路。”
对于中俄关系，秦刚说，中俄成功走出了一条大国战略互信、邻里友好的相处之道，树立了新型国际关系的典范。中俄关系建立在不结盟、不对抗、不针对第三方基础上，既不对世界上任何国家构成威胁，也不受任何第三方的干扰和挑拨。对于中俄贸易是否有可能放弃使用美元或欧元，秦刚称，什么货币好用、安全又信得过，就用什么货币。国际货币不应成为单边制裁的杀手锏，更不应成为霸凌胁迫的代名词。
谈及中美关系，秦刚说， 美国对华认知和定位出现了严重偏差，把中国当成最主要对手和最大地缘政治挑战。第一粒纽扣扣错了，导致美国对华政策完全脱离了理性健康的正轨。 美方声称要“竞赢”中国但不寻求冲突。但实际上，美方的所谓“竞争”，就是全方位遏制打压， 就是你死我活的零和博弈。秦刚说，美方所谓要给中美关系“加装护栏”“不冲突”，实际上就是要中国打不还手，骂不还口，但这办不到！他表示，美国有让美国再次伟大的豪情，也要有容得下别国发展的雅量。遏制打压不会让美国变得伟大，更阻挡不了中国迈向复兴的步伐。希望美国政府认真倾听两国人民的声音，消除“威胁膨胀”的战略焦虑，摒弃零和博弈的冷战思维，拒绝“政治正确”的无端绑架，兑现承诺，与中方相向而行，共同探索出既有利于两国、又造福世界的中美正确相处之道。
China will set up a national financial regulatory administration, according to a plan submitted Tuesday to the national legislature for deliberation. Directly under the State Council, the proposed administration will be in charge of regulating the financial industry except the securities sector, according to the plan on reforming State Council institutions. It will be established on the basis of the China Banking and Insurance Regulatory Commission, which will not be retained, the plan said, noting that certain functions of the People's Bank of China and the China Securities Regulatory Commission will be transferred to the new administration.
组建国家金融监督管理总局：3月7日消息，根据国务院关于提请审议国务院机构改革方案的议案，组建国家金融监督管理总局。统一负责除证券业之外的金融业监管，强化机构监管、行为监管、功能监管、穿透式监管、持续监管，统筹负责金融消费者权益保护，加强风险管理和防范处置，依法查处违法违规行为，作为国务院直属机构。国家金融监督管理总局在中国银行保险监督管理委员会基础上组建，将中国人民银行对金融控股公司等金融集团的日常监管职责、有关金融消费者保护职责，中国证券监督管理委员会的投资者保护职责划入国家金融监督管理总局。不再保留中国银行保险监督管理委员会。

China's imports and exports declined slightly by 0.8 percent year-on-year to 6.18 trillion yuan ($890 billion) during the first two months of the year, the General Administration of Customs said on Tuesday. Exports increased 0.9 percent from a year earlier to 3.5 trillion yuan during the period, while imports declined 2.9 percent to 2.68 trillion yuan, resulting in a trade surplus of 810.32 billion yuan.
Trade with the country's largest trading partner ASEAN surged 9.6 percent year-on-year, which accounted for 15.4 percent of China’s total foreign trade, while trade with the EU, US and Japan fell by 2.6 percent, 10.6 percent and 5.7 percent, respectively. Trade with Belt and Road countries grew 10.1 percent to stand at 2.12 trillion yuan in the period, customs data showed.

今年前2个月我国对东盟进出口增长，对欧盟、美国、日本等下降。前2个月，东盟为我第一大贸易伙伴，我与东盟贸易总值为9519.3亿元，增长9.6%，占我外贸总值的15.4%。欧盟为我第二大贸易伙伴，我与欧盟贸易总值为8510.9亿元，下降2.6%，占13.8%。美国为我第三大贸易伙伴，我与美国贸易总值为7029.8亿元，下降10.6%，占11.4%。日本为我第四大贸易伙伴，我与日本贸易总值为3449.2亿元，下降5.7%，占5.6%。同期，我国对“一带一路”沿线国家合计进出口2.12万亿元，增长10.1%。

High-speed rail services from Hong Kong to Beijing and other long-haul destinations in the mainland will fully return on April 1, authorities have announced, while trains to three destinations in Guangdong province will resume on March 11. In the first phase, services between Hong Kong West Kowloon Station and three stations, namely Chaoshan, Shantou and Zhaoqingdong in Guangdong, will resume, of which tickets went on sale today.
今起香港来往广东三地高铁票开售：广铁集团6日表示，经与香港铁路部门沟通商定，自2023年3月11日起，广铁集团增加开行广东省肇庆、潮州、汕头等地区至香港西九龙站跨境列车12.5对，届时广深港高铁每日开行对数将由38.5对增至51对，进一步满足内地与香港间旅客出行需求。车票将于3月7日6时起开售。

After North America, Temu, a Shein rival launched by Chinese e-commerce giant Pinduoduo, is slated to debut in Australia and New Zealand on March 13. Thunderbird Innovation Technology, a Chinese augmented reality glasses maker under home appliance giant TCL, has secured more than 100 million yuan in its first fundraiser. The financing round was led by Fosun Capital and Winreal Investment, while three others including gaming firm 37 Interactive Entertainment joined as strategic investors, the firm said Monday.

China's foreign exchange reserves stood at $3.133 trillion at the end of February, shrinking $51.3 billion or 1.6 percent from the previous month, the State Administration of Foreign Exchange (SAFE) said Tuesday, due to the strong US dollar and changes in asset prices. Meanwhile, China held 65.92 million fine troy ounces of gold at the end of February, up by 800,000 ounces from January, increasing for the fourth straight month.
