China's top economic planner on Monday issued a notice saying it would further build up relevant mechanisms and improve the policy environment to spur the development of private investment, the latest effort to boost the nation's economic recovery.

In clarifying the goals, the National Development and Reform Commission (NDRC) said it will strive to keep the proportion of nationwide private investment in fixed-assets investment at a reasonable level.

The notice, detailing 17 measures, aims to drive further improvement in the private investment environment, enhance the investment willingness of private enterprises, and boost their vitality.

The provincial development and reform commissions at local levels should clarify the proportion of private investment in the region and the focus on objectives including the growth rate of infrastructure investment from private capital, formulate specific measures, consolidate the responsibilities of all parties, and promote the implementation of those tasks, according to the official WeChat account of NDRC.

Private capital is encouraged to participate in major projects including transportation, water conservancy, clean energy, new infrastructure, advanced manufacturing, modern facility agriculture and other fields, the notice read.

Private investment projects are also encouraged to issue infrastructure real estate investment trusts (REITs) in a bid to further expand investment and financing channels for private firms.

The notice came amid the nation's all-round efforts to spur the private economy, a major pillar of the world's second largest economy.

China on Wednesday issued guidelines on boosting the growth of the private economy, highlighting that it will ensure that enterprises under different ownership structures will operate in an arena of fair competition and be protected equally by the law.

The guidelines, which is committed to improving the business environment, enhancing policy support and strengthening the legal guarantee for development of private economy, followed a recent array of meetings held by the Chinese leadership and multiple government departments including the NDRC, with private company representatives to discuss and learn about their business situations and operating difficulties.

中共中央、国务院公布《关于促进民营经济发展壮大的意见》四天后，一些配套措施开始出台。

7月24日，国家发改委固定资产投资司司长罗国三在专题新闻发布会上表示，《关于进一步抓好抓实促进民间投资工作 努力调动民间投资积极性的通知》从明确工作目标、聚焦重点领域、健全保障机制、营造良好环境4个方面，提出了17项有针对性的具体措施。下一步，国家发改委将积极会同各有关方面，尽快使相关措施落到实处、见到实效，努力营造良好环境，促进民间投资回稳向好，推动民间投资实现高质量发展。 

在聚焦重点领域方面，针对民营企业反映的，对投资方向和投资领域拿不准、不知道投什么好、不清楚相关行业有哪些支持政策、不明白能够参与哪些具体的政府投资项目等问题，《通知》提出，将明确一批鼓励民间资本参与的重点细分领域，发布相关的发展规划、产业政策、投资管理要求等政策规定，帮助和引导民营企业更好进行投资决策。

同时，全面梳理吸引民间资本参与的国家重大工程和补短板项目、重点产业链供应链项目、完全使用者付费的特许经营项目等3张项目清单，再通过召开项目推介会、搭建统一的推介平台等形式，向民间资本推介上述项目，同时做好服务对接，加快项目落地实施。

在健全保障机制方面，针对民营企业反映的融资难、土地等要素保障不足等问题，《通知》提出，建立全国重点民间投资项目库，请各地方提出亟需支持的重点项目，集中加大保障力度。在资金保障上，国家发改委将向有关金融机构推荐项目库中的项目，鼓励金融机构按照市场化原则自主决策，为项目提供融资支持。同时，发挥好已经建立的投贷联动机制作用，与有关银行加强对接，共享项目前期手续办理情况和资金支持信息，减少银企信息不对称，促进信贷资源向民间投资合理配置。

在其他要素保障上，国家发改委将商请自然资源部，对符合条件的重点民间投资项目加大用地保障力度，各省级发展改革委也将与有关部门加强沟通，帮助协调解决本地区重点民间投资项目的要素保障困难。《通知》还要求各省级发展改革委与有关部门加强沟通，帮助民营企业落实存量资产盘活条件，支持更多的民间投资项目发行基础设施REITs。

在营造良好环境方面，《关于促进民营经济发展壮大的意见》已经明确提出，使各种所有制经济依法平等使用生产要素、公平参与市场竞争、同等受到法律保护，全面落实公平竞争政策制度等，持续优化民营经济发展环境。针对民营企业反映的，希望进一步提高项目前期工作效率，有效畅通向有关部门、地方反映和解决问题的渠道，各地方应继续采取措施加大支持力度等诉求，《通知》落实《意见》精神，进一步提出，各地发展改革部门要与有关部门密切配合，压缩民间投资项目核准备案、规划许可、施工许可流程，优化民间投资项目管理流程。

• China's six largest economic powerhouse provinces had all released their first-half GDP data as of Sunday, showing solid expansion. Central China's Henan Province, which is known for hosting manufacturing bases for giants such as Foxconn, reported 3.8 percent year-on-year growth to more than 3.13 trillion yuan on Saturday, which ranked No.5 in China. South China's Guangdong Province remained the nation's largest provincial economy, with GDP growing at 5 percent and reaching 6.29 trillion yuan. East China's Jiangsu Province expanded 6.6 percent to 6.05 trillion yuan. East China's Zhejiang Province grew by 6.8 percent, while Shandong's economy grew by 6.2 percent. The economic powerhouse in Southwest China, Sichuan Province, expanded 5.5 percent. On average, the six provinces' first-half growth was 5.65 percent, with their combined GDP accounted for more than 44 percent of China's total. 

  6个经济大省半年报全部出炉：截至7月22日，6个经济大省已全部公布经济“半年报”。经济大省继续“挑大梁”，整体呈现强劲复苏态势。从上半年经济总量看，广东继续稳坐第一经济大省位置，与紧随其后的江苏双双突破6万亿。数据显示，今年上半年，广东实现地区生产总值62909.80亿元，同比增长5.0%；江苏实现生产总值60465.3亿元，同比增长6.6%；山东上半年全省生产总值达44125亿元，同比增长6.2%；上半年浙江生产总值达38717亿元，同比增长6.8%；河南上半年全省地区生产总值31326亿元，同比增长3.8%。此外，四川上半年地区生产总值27901.01亿元，同比增长5.5%。根据测算，6个经济大省上半年经济总量占国内生产总值约为45%，继续发挥国家经济发展“顶梁柱”作用。

• Shanxi province, China's largest coal-producing region, saw its raw coal output in the first half of the year near 680 million tons, accounting for about 29.5 percent of China's total, according to the provincial statistics bureau on Saturday. As the peak electricity consumption season nears, Shanxi has increased its coal production, with about 2 million tons of coal transported to locations across the country every day.

  山西上半年产煤近6.8亿吨：为了应对夏季用电高峰，煤炭大省山西正全力做好迎峰度夏电煤保供工作。山西省统计局7月22日公布数据，今年上半年山西规上原煤总产量67838.3万吨，约占全国同期产量的29.5%。为了确保电力迎峰度夏平稳有序，山西每天约有200万吨煤炭源源不断输送到全国各地，为保障全国能源供应作出了重要贡献。

• An advanced electrode material project for new-energy batteries with an annual output of 10,000 tons entered operation in Dali, Southwest China's Yunnan Province on Saturday, which can efficiently utilize walnut shells for producing hard carbon as an anode material for sodium-ion batteries, media reported Monday. The project, with a total investment of 220 million yuan, is estimated to consume 50,000 tons of walnut shells each year, while yearly output value can reach 500 million yuan.

  万吨级核桃壳制备钠电材料项目云南投产：7月22日，云南大理永平县新能源电池先进电极材料项目的年产1万吨先进电极材料项目投产，项目总投资2.2亿元。项目通过将核桃壳高效利用，制备钠离子电池负极材料硬碳。项目建成达产后，预计每年可消耗核桃壳5万吨，年产先进电极材料1万吨，年产值可达5亿元。

• The 13th China International Animation Copyright Fair (ACTIF2023) wrapped up Sunday in Dongguan, Guangdong province, the only Chinese city with a title of "Capital of China's Designer Toys”. Dongguan's toy manufacturing industry started in the early stages of the reform and opening-up policy that began in 1978. Total toy production accounted for 30 percent of the global output at its peak, making it one of the eight pillar industries in early Dongguan. Currently, Dongguan has over 4,000 toy manufacturing companies and nearly 1,500 upstream and downstream supporting enterprises, emerging as the largest toy export base in China. As of 2021, Dongguan is home to 57 toy enterprises above designated size, 28 of them with an annual output of 100 million yuan or more, producing 85 percent of China’s designer toys. 

  全国85%潮玩来自东莞：7月20日—23日，第十三届中国国际影视动漫版权保护和贸易博览会在东莞市厚街镇广东现代国际展览中心举行。东莞的玩具制造产业起步于改革开放初期，目前东莞拥有超4000家玩具生产企业、近1500家上下游配套企业，是全国最大的玩具出口基地。在东莞，包括潮玩在内的玩具制造具备强大的上下游产业链配套和供应链网络，涉及造型设计、原料供应、模具加工、零件制造、装配成型等玩具设计研发生产制造全产业链。截至2021年，东莞有潮玩规上企业便有57家，年产值超1亿元的企业有28家，这里生产着全国将近85%的潮玩产品。7月中旬，东莞正式获评“中国潮玩之都”称号，成为全国首个“中国潮玩之都”地级市。

• Chinese commercial space firm Galaxy Space launched the country's first flat-panel communication satellite with a flexible solar array into orbit on Sunday. The satellite, Lingxi-03, was launched using a Long March-2D carrier rocket at the Taiyuan Satellite Launch Center in North China's Shanxi Province. It was China's first in-orbit verification of multi-satellite stack launch technology, providing technical support for the rapid deployment of China's large-scale, low Earth orbit communication constellation, according to Galaxy Space.

  首款柔性太阳翼平板式通信卫星升空：7月23日，银河航天灵犀03星在太原卫星发射中心使用长征二号丁运载火箭发射升空，卫星顺利进入预定轨道，发射任务获得圆满成功。银河航天灵犀03星是我国首款使用柔性太阳翼的平板式通信卫星，此次发射也是我国首次在轨对多星堆叠发射技术进行验证，将为我国低轨通信卫星星座的快速部署提供技术支撑。

• Shares of Alibaba Group Holding fell in Hong Kong after the Chinese e-commerce giant said it will not take part in the 43.1 billion yuan share repurchase program of financial technology giant Ant Group. “Given that Ant continues to be an important strategic partner to Alibaba’s various businesses, Alibaba has decided that it will not sell any shares to Ant under the proposed share repurchase, so as to maintain its shareholding in Ant,” Alibaba said in a filing yesterday.

  阿里巴巴决定暂不出售蚂蚁股份：7月23日，阿里巴巴公告，阿里巴巴集团收到其持有33%股权的非并表关联方蚂蚁科技集团股份有限公司的通知，蚂蚁集团于2023年7月23日已召开股东大会，其股东已批准（除其他事项外）蚂蚁集团向其全体股东回购不超过7.6%股份的议案，回购价格对应公司估值约为5671亿元人民币。鉴于蚂蚁集团继续为阿里巴巴集团若干业务的重要战略伙伴，阿里巴巴集团已决定将不在此次拟议回购中，向蚂蚁集团出售任何股份，以续维持其于蚂蚁集团的持股。

• China Wanda Group sold 49 percent of Beijing Wanda Investment, the controlling shareholder of Chinese cinema chain Wanda Film Holding, for 2.3 billion yuan to reportedly repay the debts of its real estate arm. Shanghai Ruyi Film and Television Production reached an agreement with Wanda Cultural Industry Group, Wanda Group’s unit that owns Wanda Investment together with founder Wang Jianlin, to purchase the 49 percent stake in Wanda Investment, the  producer announced yesterday. 

  上海儒意23亿“救急”万达：7月23日晚间，中国儒意公告称，7月20日，上海儒意（本公司的受控制结构实体）作为受让方，与北京万达文化产业集团有限公司订立股权转让协议，以22.62亿元受让其持有的北京万达投资有限公司49%股份。股权转让完成后，上海儒意将直接持有北京万达投资有限公司49%之股份。据悉，此次万达集团将出售的资金或用于偿还7月23日到期的4亿美元债本金。

• Chinese car manufacturer SAIC Motor said on Sunday that there is a consensus with German carmaker Audi on jointly developing electric vehicles. SAIC Motor and Audi have been strategic partners, and both sides have reached a consensus to speed up the development of electric vehicles through cooperation, said vice president and chief engineer of SAIC Motor. The Shanghai-based company has announced a three-year plan to boost the annual sales of new-energy vehicles to 3.5 million units by 2025, an increase of 2.5 times compared with 2022.

  上汽携手奥迪加快电动车开发：就市场备受关注的奥迪与中国车企进行电动化平台方面的合作，上汽集团7月23日回应表示，已经与奥迪达成共识，将合作加快电动车开发。上汽集团副总裁、总工程师祖似杰介绍，奥迪与上汽一直以来都是战略合作伙伴，将通过合作加快电动车开发速度。上汽集团此前发布“新能源汽车发展三年行动计划”，预计到2025年，上汽新能源车年销量达到350万辆，较2022年增长2.5倍。

• The People's Bank of China on Monday said it has plans to introduce a data rating system and manage data accordingly to ensure a targeted and differentiated data security management, according to a draft proposal released by the bank seeking public comment. The draft was a legal document to implement the country's Data Security Law aimed at better governing data related to business scope of the central bank, the PBOC said in a statement on Monday. Such businesses include cross-border yuan business, interbank trading, payment and clearing business, digital yuan business, credit rating and anti-laundering.

  央行拟明确业务领域数据安全合规底线要求：7月24日，中国人民银行起草了《中国人民银行业务领域数据安全管理办法（征求意见稿）》，并现面向社会公开征求意见。《办法》分成总则、数据分类分级、数据安全保护总体要求、数据安全保护管理措施、数据安全保护技术措施、风险监测评估审计与事件处置措施、法律责任等，其中包括强调数据处理者应当建立数据分类分级制度规程，梳理数据资源目录标识分类信息；强调数据处理者应当压实数据安全责任，建立数据安全问责处罚制度和数据处理活动全流程安全管理制度等。《办法》约束的数据处理活动主要包括：货币政策业务、跨境人民币业务、银行间各类市场交易业务、金融业综合统计业务、支付清算业务、货币管理和数字人民币业务、经理国库业务、征信业务、反洗钱业务等领域的数据处理活动。

• Saturday marks the fourth anniversary of China's Nasdaq-style sci-tech innovation board, known as the STAR market. As of Friday, 546 firms have been listed on the STAR market and the market's total value reached 6.41 trillion yuan, data from the Shanghai Stock Exchange (SSE) showed. As of June 30, the 542 companies listed on the board have raised 847.7 billion yuan via initial public offerings, and the companies all belong to strategic emerging industries and high-tech industries.

  科创板开市满四年：自2019年7月22日开市，科创板市场已运行满四年。聚焦服务“硬科技”企业，科创板融资规模不断扩大，有效吸引更多资本流向科技创新领域。上海证券交易所数据显示，截至7月21日，科创板共有上市公司546家，总市值6.41万亿元。上交所统计显示，截至6月30日，科创板已上市的542家企业首发融资额共8477亿元。从行业上看，这些上市公司均属于战略性新兴产业和高新技术产业。

• Chinese stocks fell on Monday with the benchmark Shanghai Composite edging down 0.1 percent, while the Shenzhen Component lost 0.6 percent. Hong Kong’s Hang Seng index also closed 2.1 percent lower, and the TECH index dropped 2.2 percent.

  A股港股收跌：周一A股大盘全天冲高回落，三大指数均小幅下跌，沪指相对偏强。截至收盘，沪指跌0.11%，深成指跌0.58%，创业板指跌0.75%。沪深两市今日成交额6589亿，较上个交易日缩量521亿，北向资金全天单边净卖出51.43亿元。港股恒指收跌2.13%，恒生科技指数收跌2.18%。
