China enters the “freezing mode” as the meteorological authority renewed a blue alert for cold wave on Saturday, affecting most parts of the country.

The National Meteorological Center released three separate alerts for cold air, strong winds and snowstorms on Sunday as the cold air mass that began to affect China on Friday marched across the country. 

From 8 am Saturday to 8 am Tuesday, temperatures are expected to drop by 6 to 10 degrees Celsius from northwest to southeast China, the centre forecast. On Monday, the cold air is expected to rapidly descend southward and affect most of the central and eastern parts of China.

The previous cold waves have brought losses to companies and sent consumer prices of both food and non-food products to surge. China Oil And Foodstuffs Corporation announced last week that the extreme weather has slashed 180 to 300 million yuan of the company’s annual revenue since October. Prices of vegetables have gone wild in the past few weeks due to floodings in some provinces and postponed transportation. And the price of pork has experienced a continuous increase of 35 percent cumulatively during the past five weeks.

In response to the cold waves, wholesale and markets around the country have actively conducted early storage. An official with the Ministry of Agriculture and Rural Affairs reassured that China will be able to meet the demands of vegetables for the population, as the output of multiple meat products and fruits have both increased. 

On the other hand, cold weather has brought challenges to China’s energy supply as the country is slowly recovering from its most severe energy crunch in decades. Vice-Premier Han Zheng said last week that the government is putting ongoing efforts to crack down on illicit activities that bid up coal prices, provide help to struggling power companies, and to develop contingency plans in preparation for extreme weather.

11月21日，中央气象台寒潮、暴雪、海上大风三警齐发。据中国天气网消息，至23日，今冬第三轮寒潮将席卷我国大部分地区，安徽、江苏、江西等地局部地区累计降温可超14℃。23日早晨，0℃线将抵达长江中下游一带，我国三分之二领土将被寒潮速冻。

从上市公司公告来看，此前的寒潮已经给企业带来了损失。中粮糖业11月18日公告称，2021年10月以来，受拉尼娜极端天气影响，公司的经济损失将影响公司本年度净利润人民币1.8亿元至3亿元。与此同时，从10月份的经济数据来看，受极端天气影响，食品和非食品价格皆出现了一定程度的上行。

寒潮来袭，大家最关心的“菜篮子”如何保障？为应对降温天气、疫情等突发情况，各地商超、批发市场积极调集货源、及早储备。农业农村部市场与信息化司运行调控处处长赵卓表示，11月份以来，“菜篮子”产品价格总体稳定，主要蔬菜品种及猪肉供应充足，后期的供应量完全有保障。十月，受极端气候及交通影响，蔬菜价格大涨。而根据农业农村部检测，猪肉已连续5周上涨，累计涨幅34.9%。

至于北方小伙伴最担心的供暖问题，国家也给了一剂“强心针”。中共中央政治局常委、国务院副总理韩正16日在北京出席今冬明春保暖保供工作电视电话会议时表示，要扎实做好今冬明春保暖保供工作，并强调要依法查处哄抬煤炭价格行为，全力解决发电企业机组出力受阻问题，并充分做好应对极寒天气的预案。

• President Xi Jinping has announced the establishment of the China-ASEAN comprehensive strategic partnership. He made the announcement while chairing the Special Summit to Commemorate the 30th Anniversary of China-ASEAN Dialogue Relations via video link in Beijing on Monday morning. 

  国家主席习近平22日上午在北京以视频方式出席并主持中国—东盟建立对话关系30周年纪念峰会，正式宣布建立中国东盟全面战略伙伴关系。

• The central government dispatched a delegation of epidemic prevention and control experts to the Hong Kong SAR on Saturday, which could be the final step toward the resumption of quarantine-free travel between the Chinese mainland and Hong Kong. 

  通关在即：中国内地疫情防控专家团11月20日到访香港，展开疫情防控措施考察，到访口岸、医疗、检疫、个案追踪等与香港防疫抗疫工作有关的单位及设施，并与相关人员会面、交流和分享经验。

• The State Administration for Market Regulation (SAMR) slapped a fine of 500,000 yuan on companies including Alibaba and Tencent for violating anti-monopoly rules in 43 mergers and acquisitions deals they made without seeking regulatory approval in advance. 

  国家反垄断局“第一把火”烧多家巨头：市场监管总局近日对43起未依法申报违法实施经营者集中案作出行政处罚决定，对涉案企业分别处以50万元罚款，阿里、腾讯、京东、百度、字节跳动等均涉其中。单一案件顶格处罚50万元。

• Outside board members of about a dozen publicly traded Chinese companies quit after a court found independent directors of Kangmei Pharmaceutical partially liable in the drugmaker’s massive fraud. Kangmei was engaged in intentional and systematic financial cheating worth 30 billion yuan, and its former chairman has been sentenced to jail for 12 years. 

  A股独董掀“离职潮”：从11月12日开始近一周时间内，共有23家上市公司发布了24名独董的辞职公告。此前，震惊市场的康美案一审落槌，涉案5名独董都被判处连带赔偿。

• Bilibili acquired a 65.5 percent stake in licensed payment institution Zhejiang Yongyi Electronic Payment at roughly 118 million yuan, according to sources. Bilibili has become a controlling shareholder of Yoyipay and officially obtained a payment license. 

  B站进入互联网支付持牌正规军：11月19日，哔哩哔哩关联公司上海宽娱数码科技有限公司买入持牌机构浙江甬易电子支付有限公司65.5%的国有股权，成交额近1.18亿元人民币，成为控股方，正式获得支付牌照。

• China's one-year loan prime rate (LPR), a market-based benchmark lending rate, came in at 3.85 percent Monday, unchanged from the previous month. The over-five-year LPR, on which many lenders base their mortgage rates, also remained unchanged from the previous reading of 4.65 percent, according to the National Interbank Funding Center.

  新一期LPR出炉：11月22日上午，中国人民银行授权全国银行间同业拆借中心公布，2021年11月22日贷款市场报价利率（LPR）为：1年期LPR为3.85%，5年期以上LPR为4.65%。至此，1年期和5年期LPR均连续19个月维持不变。

• Downside risks to the IMF’s forecast for China’s economy to expand 8 percent this year and 5.6 percent next year are “accumulating,” the Washington-based organisation said in a statement yesterday following an annual consultation.

  中国经济下行风险增大：IMF第一副总裁杰弗里·冈本预测，中国2021年GDP将增长8.0%，2022年将增长5.6%，但这一预测面临的下行风险在增大。

• Chinese stocks closed higher on Monday with the ChiNext index surged 2.54 percent and CATL jumped 6 percent to hit a historic high. Stocks of lithium battery and semiconductor chips continued to lead the gains. The Shanghai Composite went up 0.62 percent, and the Shenzhen Component closed 1.41 percent higher. However, the Hang Seng Index lost 0.39 percent despite online education stocks climbed.

  周一A股股市集体收涨，创业板指单边拉升，大涨2.54%。沪指涨0.62%，深成指涨1.41%。宁德时代涨逾6%，股价再创历史新高，同时，锂电股、半导体芯片板块持续走强。港股恒生指数跌0.39%，在线教育股全天强势领涨，新东方在线大涨超23%。
