Shares of China’s biggest chipmaker and several of its largest pharmaceutical firms sank on Wednesday on fears that Washington will slap investment and export sanctions against more companies. 

Wuxi Biologics Cayman tumbled a record 25 percent in Hong Kong before paring losses, while Sino Biopharmaceutical dropped 5 percent at the close. Semiconductor Manufacturing International Corp (SMIC), which is already under sanctions, fell 6.4 percent on a report that the U.S. is mulling tougher measures.

Media reported that the US will add eight Chinese companies, including leading drone manufacturer DJI Technology, to an investment blacklist on Thursday. American investors are barred from investing in companies bearing that label. The firms named were already on a separate blacklist that bans them from accessing American technologies.

The moves came only days after Washington sanctioned SenseTime, forcing the AI leader to postpone its Hong Kong IPO.

SMIC said earlier this month that the sanction has not affected its operation, and the company strongly opposed the US’s decision which reflects a fundamental misunderstanding of its business and products.

China's Foreign Ministry on Wednesday harshly criticised more reported US sanctions on SMIC and vowed to defend Chinese companies' legitimate rights and interests. 

“We urge some people in the US to abandon their Cold War mentality and ideological prejudice, stop abusing state power, and unreasonably suppressing certain Chinese fields and enterprises… China will, as always, resolutely defend the Chinese enterprises' legitimate rights and interests,” said a spokesperson for the foreign ministry.

12月15日，中芯国际股价大跌6.4%，港股和A股生物医药企业、CRO企业更是上演“集体跳水”，午后药明康德突然直线下挫，盘中跌超22%；金斯瑞生物科技、荣昌生物跌超18%；康龙化成跌16%……

据报道，美国商务部预计将在12月16日把20多家中国企业列入“实体清单”，其中包括部分生物相关企业、无人机厂商大疆等。知情人士指出，拜登政府正考虑对中国最大芯片制造商中芯国际（SMIC）采取更严格的制裁，以限制中国获取先进技术。此外，还可能将设备禁令扩大至成熟制程相关设备。

对于美国制裁，此前中芯国际已表示，“本公司被列入中国涉军企业名单，对本公司运营没有重大影响。本公司服务和产品从未涉及任何军事用途，且皆用于民用及商用。本公司强烈反对美国国防部的决定，此举反映了美国国防部对本公司业务与技术最终用途的根本误解。”

而就在几天前，商汤科技刚被美国财政部列入“涉军企业”的制裁名单，股东名单中有来自美国的银湖资本和高通公司，这一制裁对于他们今后的投资行为将产生深远的影响。12月13日午间，商汤科技在港交所发布公告称，将延迟全球发售及上市。今天有消息称，商汤将于下周一重启赴港IPO计划。

12月15日，中国外交部对有关“美国政府正考虑对中芯国际公司实施更严厉的制裁”消息表示严重关切。外交部发言人赵立坚表示：“我们奉劝美方一些人摒弃冷战思维和意识形态偏见，停止滥用国家力量无理打压中国特定领域和企业的做法，停止违背市场经济原则和国际贸易规则的行径。中方将一如既往坚决捍卫中国企业的合法、正当权益。”

• The Macau SAR issues its second Five-Year Development Plan today, specifying goals including building a more comprehensive international tourist and resort centre, bridging China and Portuguese-speaking countries with trade and services, speeding up economic diversification, and better integrating Macau with Hengqin as well as the nation’s overall development. 

  12月16日，《澳门特别行政区经济和社会发展第二个五年规划（2021-2025年）》正式公布，明确澳门特区下一阶段经济社会发展目标，包括世界旅游休闲中心内涵更加丰富，中国与葡语国家商贸合作服务平台功能进一步扩展，以中华文化为主流、多元文化共存的交流合作基地建设稳步推进，经济适度多元取得实质进展，更好融入国家发展大局，琴澳一体化发展格局初步建立，澳门发展的动力、活力、创新力、竞争力和持续力不断增强等。

• Macao on Wednesday inaugurated the Central Securities Depository (CSD), with two bonds successfully registered for depository on the day. The CSD system, providing services of registration, depository and clearing, will consolidate the foundation for developing Macao's securities market, the city's Secretary for Economy and Finance said.

  12月15日，澳门“中央证券托管系统”正式启动，当天有两笔债券成功进行登记托管，并获超额认购。澳门特区政府经济财政司司长李伟农表示，“中央证券托管系统”是全球成熟债券市场必不可少的关键金融基础，系统将为市场提供包括登记、托管以及结算等服务。系统的上线运作，可巩固澳门债券市场和中葡金融服务平台的发展基础，更好地衔接内地发行人及国际投资者的投融资需求，丰富澳门离岸人民币市场的金融产品。

• The Chinese mainland and Hong Kong remained the most active regions in the world for IPOs in 2021, accounting for 25 percent and 28 percent of the world’s total by the number of deal and proceeds, according to consulting firm Ernst & Young on Wednesday.

  12月15日，安永发布《中国内地和香港首次公开募股(IPO)市场调研》报告指出，今年中国内地和香港是全球IPO活动最活跃的地区，IPO数量和筹资额分别占全球的25%和28%，全球前十大IPO有6家为中国企业。安永预计，上海和深圳证券交易所IPO数量将分别位列全球第二和第三位。

• The Chinese mainland reported 69 new local cases yesterday, including 56 in Zhejiang province and 6 in Guangdong.

• China will reduce or cancel tariffs on certain imported goods and materials starting in 2022, the Ministry of Finance announced on Wednesday. Tariff rates applied on goods originating in several countries and regions will be further reduced, in accordance with the landmark Regional Comprehensive Economic Partnership (RCEP) agreement.  

  954项商品明年降关税：国务院关税税则委员会日前印发通知，2022年将调整部分商品的进出口关税。自1月1日起，对原产于29个国家或地区的部分商品实施协定税率，RCEP、中国—柬埔寨自贸协定生效并实施降税。对954项商品实施低于最惠国税率的进口暂定税率，新型抗癌药氯化镭注射液、颅内取栓支架、部分优质水产品、婴儿服装等关乎百姓生活的商品均在其中。

• China's Ministry of Education released the plan of improving preschool education development on Thursday, saying that by 2025,  the coverage rate of inclusive kindergarten would exceed 85 percent, and the proportion of children in public kindergarten would exceed 50 percent.

  普惠性幼儿园覆盖率85%以上：教育部等九部门今天发布“十四五”学前教育发展提升行动计划，到2025年，全国学前三年毛入园率将达到90%以上，普惠性幼儿园覆盖率达到85%以上，公办园在园幼儿占比将达到50%以上。

• Chinese long-form video platform iQiyi, which has yet to turn a profit, is raising its subscription rates by as much as 20 percent in the second hike in 14 months. iQiyi said that the low membership fees has affected the company’s development, following reports that the video site is laying off between 20 percent and 40 percent of its employees. 

  爱奇艺会员涨价：12月15日，爱奇艺宣布全面调升会员价格。12月16日0点起，黄金VIP普通包月会员由25元提至30元，连续包月由19元提至22元，调升幅度约20%。对此，爱奇艺回应称“视频平台的会员订阅价格一直偏低。”爱奇艺2021年前三季度亏损达44亿元，此前也传出大幅裁员的消息。

• Chinese social media giant ByteDance, which has been laying off staff in education and gaming this year, has reportedly shut its talent development centre under the human resources department. 

  大厂裁员潮不断：12月15日消息，字节跳动发布内部邮件称，决定撤销人才发展中心部门。现有团队成员优先内部转岗，若无合适岗位，给予补偿、离职。此前字节跳动已在商业化、教育、游戏等多条业务线开启裁员。

• China will increase financial support for micro, small and medium enterprises, a State Council's executive meeting chaired by Premier Li Keqiang, made the decision on Wednesday. The targeted measures include encouraging local banking institutions to issue loans to small businesses, rolling over a re-lending quota of 400 billion yuan ($62.84 billion) to support inclusive financing to small businesses starting in 2022. 

  国务院总理李克强12月15日主持召开国务院常务会议，部署进一步采取市场化方式加强对中小微企业的金融支持。会议决定，将普惠小微企业贷款延期还本付息支持工具转换为普惠小微贷款支持工具。从2022年起到2023年6月底，人民银行对地方法人银行发放的普惠小微企业和个体工商户贷款，按余额增量的1%提供资金，鼓励增加普惠小微贷款。

• Chinese stocks closed higher on Thursday with multiple stocks of hydrogen energy and MetaVerse rising by the daily limit. The Shanghai Composite gained 0.75 percent, and the Shenzhen Component closed 0.58 percent higher. The Hang Seng Index gained 0.23 percent, buoyed by the rising coal sector.

  周四A股集体高开，沪指涨0.75%，深成指涨0.58%，氢能源、元宇宙概念股掀涨停潮。港股恒生指数涨0.23%，煤炭板块全天强势领涨。
